不得(dé)將保證金限定為現金(jīn)。中小(xiǎo)企業以金融機構保函提(tí)供保證的,機(jī)關、事業單位(wèi)和(hé)大型企業應當(dāng)接受。
中(zhōng)小企(qǐ)業與機關、事(shì)業單位、大型企業訂立合同時,應當主動告知其屬於中小企業(yè)。對(duì)中小企業規模類型有爭議的,可以向主張為中小企業一方所在地的(de)縣級以上地方人民政府負責中(zhōng)小企業促進工作綜合(hé)管理的部門申請認定。

改革後:工程勘察資質分為綜(zōng)合資質和專業資質;工程設計資質分為(wéi)綜合資質、行業資質、專業和事務所資質;施工資質分為綜合資質、施工總承包資質、專業承包資質和專(zhuān)業作業資質(zhì);工程監(jiān)理資質分為綜合資質和專業(yè)資質。資質等級原則上壓(yā)減為甲、乙兩級(部(bù)分資質隻設甲級或不分等級),資質等級壓減(jiǎn)後,中(zhōng)小企業承攬業務範圍將進一步放(fàng)寬,有利於(yú)促進中小企業發展。
文件還提到做好資質標準修訂(dìng)和換證工作,確保平穩過渡,設置oneyear過渡期,到期後實行簡單換證,即按照新舊資質對應關係直接換發(fā)新資質證書,不再重(chóng)新(xīn)核定資質。

明確(què):one、建築市場失信(xìn)行為信息實行分級管理(lǐ),按照性(xìng)質、危害(hài)程度的不同(tóng)分為A級、B級、C級等失(shī)信等級。A級失信行為信息的公開期限為six個month——threeyear;B級失信行為信息(xī)的公(gōng)開(kāi)期限為three個month——oneyear;C級失信行為信息的公開期(qī)限為one個month——six個month。建築市場主體(tǐ)“黑名單”信息(xī)管理期限為自被列入名單之日起oneyear。
